Commissioning Manager

  1. OVERALL OBJECTIVE

 

The Commissioning Manager will be responsible for all aspects of the commissioning process to ensure Plant and relevant ancillary equipment is planned and commissioned safely and efficiently to achieve operational Ramp up targets in reliability, throughput and recovery.

Responsibilities will include development and management of the Commissioning Plans for allocated Projects, construction to commissioning acceptance management, commissioning activity management, handover processes to operations, review and refinement of current OGC Commissioning Standards and procedures and management of preparation of all commissioning related handover documentation for project closeout.

As an integral member of Project Execution, the candidate will bring a structured approach to planning, organizing, monitoring and controlling the commissioning phase of our project and will take an active leadership role as part of the Project Senior Leadership Group up to and during the commissioning and handover phases of the project to ensure successful transition into operational Ramp up.

  1. SPECIFIC TASKS & RESPONSIBILITIES

Safety Management

·       Promote safety health & environmental awareness in order to prevent injuries and/or damage.

·       Carry out and document field leadership safety interactions with work groups.

·       Take all appropriate actions to remove and/or manage the hazards within Construction work areas.

·       Ensure all incidents are reported via line management and ensure open communication is maintained for all HS&E information.

·       Lead and Participate in incident investigations and ensure actions are implemented and closed in the required time frames.

·       Ensure company Safety Management Systems are included in any review or development of Commissioning documentation.

People and Performance

·       Develop working relationships with the Site Operations Team, to enable longer term working relationships between Project teams to grow.

·       Assist the Project Manager in identifying resource skills and opportunities within the Project Execution team to execute tasks and act as the liaison with these resources to initiate and manage the Capital works being undertaken.

·       Communicate regularly and effectively with colleagues to promote a harmonious working environment.

·       Provide direct support to the Project Manager to assist in the expediting of capital works under Project Execution’s control, including the seamless transition into an operating environment for these projects.

Operational Responsibilities

·       Develop the plans and take ownership of the delivery of Commissioning and Handover activities for Projects under Project Execution control.

·       Until plant is handed over to operations, manage the operational Ramp up of the plant, including daily coordination of relevant work groups and coordination of analysis and evaluation of plant performance , to ensure a safe and efficient Ramp up process whilst engaging all relevant parties during the amp up process.

·       Participate and where required, lead and/or facilitate design and risk review processes for project activities.

·       Liaise with Operations concerning site activities prior to and during project activities.

·       Coordinate interfaces between the project, Operations and other business activities in regard to the completion of project site activities.

·       Ensure daily records of works management, including incidents, progress, delays and the achievement of milestones are being maintained under areas of control.

·       Maintain a presence at contractor pre-start and safety meetings.

·       Actively work with relevant operational department heads to ensure adequate Operational readiness plans are developed and being executed to plan and where required, provide support and expertise to assist in this process to ensure transition over to smooth operation is effective as possible.

Schedule

·       Participate in the development of Project schedules for all capital works being undertaken.

·       Take ownership of the tracking and reporting against schedule for all Commissioning and Handover activities.

·       Proactively highlight any events that may adversely affect project schedule to the Project Manager and General Manager in a timely fashion.

·       Actively looks for opportunities to accelerate works to provide schedule opportunities in area of control.

Cost

·       Take ownership of the management of costs associated with Commissioning and Handover processes for PEX activities.

·       Ensure AFEs and/or Professional Service Agreements and/or Contracts and/or Purchase Orders are in place and up to date with the correct approvals in place prior to work being undertaken.

·       Actively look for and implement opportunities for cost savings without effecting safety, schedule or quality.

Quality

·       Ensure all activities within area of control are completed to the specifications nominated for the works being undertaken.

·       Ensure all works under area of control are completed to a standard that is fit for purpose and meets the end users requirements.

 

  1. PERSONAL SPECIFICATION

Education & Qualifications

 

·       Relevant Bachelor of Engineering Degree or equivalent operational and maintenance experience will be highly regarded.

Pre-requisite Skills & Experience

·       Minimum 10 years pre-commissioning and/or commissioning experience within the mining and metals industry.

·       Minimum 5 years in an operating or operational management position within the mining and metals industry.

·       Demonstrated knowledge and experience in commissioning CIL Gold processing facilities similar in design to OceanaGold's Haile operation.

·       Microsoft Office Suite competency.

·       Advanced professional report writing & cost reporting ability.

·       Strong knowledge of plant operating procedures and systems across mechanical, electrical, instrumentation, control and process engineering practices.

·       Demonstrated knowledge and field leadership of health, safety, quality, systems and people processes.

·       Strong experience in rollout and coordination of Permit to Work systems.

·       High level of expertise in engaging with, coordination and management of positive interface with site operational departments.
