Job Description

To coordinate and implement the Emergency, Security and Incident Management (CIMS) response for site, and to provide input and assistance in Health and Safety Training.

Emergency Response

  • Maintain a documented emergency response management system that meets New Zealand legislative requirements, complies with OceanaGold’s Global Safety Standards while achieving Waihi operational requirements.
  • Develop response plans and respond to site emergencies.
  • Develop strategies and maintain relationships with local and national emergency response agencies.
  • Plan and coordinate emergency training for site personnel, contractors, and Emergency Response Team (ERT) members.
  • Ensure ERT personnel are scheduled for and attend regular trainings to maintain competency.
  • Ensure emergency response strategies and capabilities for site emergencies are in place to ensure protection of people, environment, assets and the sites’ reputation, as well as continued compliance to legislative requirements and industry best practice.
  • Ensure all site emergency response facilities and equipment are managed and maintained in a serviceable state.
  • Facilitate and conduct emergency response training exercises and desk top scenarios for the site according to the annual schedule and ensure legal compliance is achieved, with follow-up actions progressed to completion.
  • Ensure call out procedures are effective in the case of a site emergency.

Security

  • Provide basic training for security personnel in line with the Security Management Plan, Emergency Management Principal Control Plan and industry best practice.
  • Ensure the emergency escalation process is followed and understood by security personnel for a security/emergency event.
  • Take action if security personnel have identified outages with CCTV, radio or alarms.
  • Attend and contribute at monthly security meetings held with the Security Company Director and Principal Representative.
  • Ensure all security incidents are reported by the contractor.
  • Review security shift reports to ensure all relevant events have been reported and entered into INX InControl.
  • Perform security event investigations.

Health and Safety

  • When required, conduct and/or assist with risk management including Stop and Think, JHA, Critical Control Check Sheets (CCCS), risk register reviews and document reviews.
  • Actively participate in rescue plans for permit to work activities.
  • When required, provide assistance and guidance in site investigations, ensuring all necessary follow-up actions are completed in conjunction with relevant departments.
  • Actively participate in the promotion of health and safety programs and systems across site.
  • Establish and maintain the highest possible standards of housekeeping and cleanliness at the Mine Rescue Station and Security Guard hut as per OceanaGold Standards.

Training:

  • Assist with planning, preparation, administration and delivery of emergency response training in all areas of the mining operation.
  • Ensure all relevant training records are maintained and assessable through INX Intuition.
  • Maintain positive relationships with external training providers.
  • Ensure training programs have NZQA accreditation where possible and are consistent with corporate and legislative requirements.
  • Carry out administrative functions, write reports, attend meetings and disseminate information, complete purchase and service orders commensurate with role.

On-Call:

  • Participate in the after-hours on call roster for Security, ERT and/or Incident Management activation (during roster).

Other:

  • Carry out all other duties that may reasonably be required.

Qualifications

  • Recognised qualifications in surface and underground rescue techniques – preferred.
  • CIMS or AIIMS qualifications - preferred
  • Certificates of Approval, pursuant to the PSPPI Act - preferred.
  • Cert III Security Operations or similar – preferred.
  • Formal qualification in training and or assessment – preferred.
  • Advanced First Aid certification, or PHEC – preferred.
  • Full and Current Driver Licence. Ability to drive manual vehicles – required.

Experience:

  • A minimum 5 years experience in an Emergency Response role – required.
  • 5 years mining industry experience – preferred.
  • Knowledge of legislative and regulatory requirements – preferred.
  • An understanding of security services and duties – preferred.
  • Practical experience in adult education and assessment.

Other Criteria:

Satisfactory results from the prescribed medical examination and physical appraisal which may indicate fitness and ability to carry out prescribed tasks to required performance and safety standards.

Production of a satisfactory security clearance.
