Job Description

The RTFE will be responsible for ensuring the safe management and integrity of the tailings storage facility (TSF) in compliance with regional and domestic regulatory requirements and OceanaGold’s commitment to alignment with the Global Industry Standard on Tailings Management (GISTM).

Design and Planning:

  • Accountable for the integrity of the Tailings Facility,
  • Collaborate with the Engineer of Record (EoR) to ensure safe design, construction and decommissioning of tailings facilities.
  • Responsible for implementation of the design.
  • Ensure compliance with the GISTM and other relevant regulations.
  • Accountable for water balance modelling of the TFS
  • Coordinate with appropriate stakeholders to incorporate all aspects of TSF expansions into Life of Mine Plans and Budgets
  • Accountable for compliance of tailings deposition system design and planning activities
  • Accountable for tailings deposition and supernatant pool planning

Operational Oversight:

  • Responsible for the development, implementation and maintenance of the Operation, Maintenance, and Surveillance (OMS) Manual and activities
  • Monitor Tailings Storage Facility performance, including routine inspections and assessments.
  • Implement best practices in tailings facility planning, considering environmental, geotechnical, and safety aspects.
  • Responsible for liaising with EOR, Mine Operations, Processing, Planning, Community Affairs, Social Performance, and Environment teams.
  • Participate/Coordinate Tailings Storage Facility expansion activities
  • Accountable for compliance with tailings deposition and supernatant pond plans
  • Accountable for compliance with the operation of evaporation systems
  • Accountable for monitoring TSF water volumes relative to water balance models

Risk Management:

  • Accountable for the establishment of a Change Management System or maintenance of The Change Management System.
  • Responsible for the Tailings Storage Facility monitoring system and communication of the results to the EOR, General Manager and Group Principal Engineer including performance reviews.
  • Help develop, manage, and maintain the Emergency Response Plan (ERP) and conduct appropriate risk assessments as required.
  • Mitigate risks associated with the Tailings Storage Facility and Dam integrity.

Stakeholder Engagement:

  • Provide necessary technical input to Social and Sustainability teams regarding engagement of local communities, regulatory bodies, and other appropriate stakeholders.
  • Address any technical and integrity concerns related to Tailings Storage Facility management

Reporting and Conformance:

  • Responsible for routine monthly tailings facility performance and compliance reporting in collaboration with internal departments to the Site Leader Teams (SLT) or when required or necessary to the Executive Leadership Team (ELT).
  • Responsible for internal reporting or documentation preparation in collaboration with the site EoR for all external and independent reviews, audits, or inspections
  • Responsible, with the EoR, for Construction Records Report (or the Domestic/Regional Equivalent)
  • The RTFE must be familiar with the Design Basis Report, the Design Report and the Construction and Performance of the TSF.
  • Responsible for Monthly Reporting to General Manager and Group Principal Engineer
  • Responsible for the compiling and timely delivery of the Quarterly Tailings Operational Reports to the Group Principal, Tailings Governance Committee (TGC), and Accountable Executive along with OceanaGold’s Independent Review Board.

Qualifications

  • Degree in Civil Engineering, Geotechnical Engineering, or related field.
  • Professional Engineer (P.Eng.) preferred
  • Minimum 10 years of experience in tailings facility design, operation, and management
  • Strong knowledge of tailings dam stability, geotechnical engineering, hydrogeology, and environmental management
  • Familiarity with GISTM and ICMM
  • Experience with geotechnical monitoring software (AutoCAD or similar)
  • Strong analytical, problem-solving, and communication skills
  • Ability to conduct field assessments and manage contractors/consultants.

Physical Requirements:

  • While performing the duties of this job, the employee is regularly required to stand, sit, demonstrate manual dexterity, climb stairs, talk, hear and see.
  • Must be able to work shift work with 12-hour shifts.
  • Occasionally may be required to lift moderately heavy objects (up to 50 pounds) during the workday.
  • Work is in a surface mine plant setting, which may include exposure to extremes in temperature and humidity.
  • Personal protective equipment is required when performing work in a mine environment, including hard hat, hearing protection, safety glasses, safety footwear, and as needed, respirator, rubber steel-toe boots, protective clothing, gloves and any other protective equipment as required.
