Seeking a suitably qualified, experienced, and reliable Supervisor – Permitting/Consenting who will oversee the permitting and compliance requirements of the Company to ensure that Department Objectives on permitting and compliance are achieved/complied with. Manage and develop streamlined processing and monitoring of appropriate permitting and compliance systems in OGPI with various government regulatory agencies/LGUs and adopt best practices that align with the Company’s core values and responsible mining objectives/frameworks. Manage compliance with internal controls and standards of the Company, including those related to HSE (management systems, etc.), External Affairs and Social Performance, and others as may be required from time to time. The role will report to the Superintendent – Permitting.
Key tasks and responsibilities:
- Overall management of the permitting and compliance sections of the Company.
- Ensure that established permit/compliance management system is being reviewed/monitored/implemented/audited;
- Develop efficiency strategies to improve processing of permits and ensure effectiveness of compliance and permitting systems/processes;
- Identify continuous areas for improvement on permitting and compliance management;
- Liaise with government agencies for permits and compliance requirements;
- Participate in external affairs and social performance programs/projects with intention of improving relationship with government stakeholder;
- Ensures that permitting and compliance division is compliant with internal standards such as on IMS, TSM, EASP, and others;
- Ensures that permits are valid and renewed on time as required;
- Warrant timely submission of government compliance reports such as but not limited to FTAA reports;
- Make sure to be continuously updated with laws/processes/orders related permits and compliance requirements of the Company;
- Conduct regular engagement with key government regulators and liaise with government agencies for permits and compliance requirements;
- Must be able to build and maintain a cohesive and productive work and environment, overseeing, coaching, and supporting and at the same time inspiring team members, so required outputs are achieved, either as a work unit or as a component within the organization;
- Provide professional development needs of individual team members in the section and oversee the review and assess progress and achievement of the performance and development of team members;
- Monitor expenses on permitting and compliance and ensure that such is appropriate, accurate and complied with internal processes and develop cost savings/reduction mechanism/measures;
- Covers the role of the Direct Reports and peers when on break or on leave;
- Other reasonable duties as required by the immediate supervisor or Department Manager
- Behaviour consistent with OceanaGold Values and the OceanaGold Way
- Bachelor’s degree in law, engineering (chemical, environmental, sanitary), BS Environmental Science or relevant field.
- 5 years’+ experienced as regulatory permitting and compliance supervisor in mining or similar companies.
- Proficient with mining legislations such as the Mining Act, and other related regulations including but not limited to pollution control acts and regulations ( RA 6969, RA 9003, Clean Air act, Clean water act, DAO 2016-08, DAO 22, and other relevant laws.), ISO 14001:2015 and other mining-related laws
- Knowledge of Integrated Management Systems (ISO 14001:2015 & ISO 45001:2018)
- Knowledge of relevant laws and regulations, toward Sustainable Mining, and responsible Gold Ming Principles
- PRC license is an advantage
- Drive for continuous improvement and innovation
- Licensed engineer or bar passer is preferred but not required
